Agents act on behalf of vessel owners, exporters, or traders for customs and fisheries documentation at Puntland ports. All agents must hold a valid MOFMR licence before conducting business.
Eligibility
Registered company or sole proprietor with a fixed office in Puntland; at least two years' experience in logistics or fisheries trade; no outstanding ministry penalties.
Requirements
- Complete MOFMR agent application form
- Provide proof of business registration with Puntland authorities
- Submit tax clearance certificate (current year)
- Pass background check for company directors
- Pay prescribed licence fee at MOFMR finance office
- Attend half-day compliance briefing for new agents
